KAPDEM is an independent think tank that contributes to policy development processes in Turkey through its scientific research and intellectual production activities in the fields of public policy, state governance, and social development. At the center of its work is the development of evidence-based and sustainable policy recommendations that consider public interest.

The organization addresses the design, implementation, evaluation, and development processes of public policies from a holistic perspective. It conducts solution-oriented research in structural reform areas that will increase effectiveness, accountability, and participation in state governance. In this context, it focuses on governance models, administrative reforms, governance mechanisms, decision-making processes, and public performance systems.

KAPDEM also develops projects that support social development. It aims to produce solutions to social problems and make a difference in areas such as equality, inclusiveness, education, employment, and democratic participation. It analyzes not only the administrative but also the social impacts of public policies and proposes holistic approaches accordingly.

Publication and research activities cover a wide range including public policies, governance design and reform, global policy and international relations, economy and development, technology and innovation, migration, defense and security. Reports, evaluations, policy notes, and analyses prepared in these areas create a knowledge sharing network open to public institutions, academia, civil society, and the public.
